Abstract: To reduce poverty over the long term, policymakers concur that social investments are crucial and that inequality must be reduced. Nigeria, one of the twenty poorest countries in the world, has an extremely unequal society, with over 80% of the population living in deep, severe, and pervasive poverty and an estimated 5% of the population owning 85% of the country’s resources. This article focuses on the distribution of benefits among various demographic groups. This topic’s historical data collection does not reflect the current state of affairs. In southeast Nigeria, data sets from government agencies and for-profit service providers were utilized for this analysis. Estimating the benefits of distinct quintiles using a marginal benefit incidence analysis. The results indicate that government spending in Nigeria is not pro-poor and that governments in the southeast of the country favored spending on the wealthy over the poor. Benefits from primary education and primary healthcare appear to be distributed disproportionately to the upper class in the studied states, as well as throughout Nigeria as a whole. This paper demonstrates the value of benefit incidence analysis (BIA). This article recommends effective discretionary spending to reduce poverty and inequality systemically. If education and health spending were more pro-poor, outcomes in education and health, governance, per capita income, and access to information would all improve.
