Abstract: A widely accepted solution to informal settlements is the upgrade paradigm. However, for most developing countries, putting into place an efficient upgrade program has proven difficult. This study, which is summarized in this paper, looked at the infrastructure preferences of informal settlement residents and the factors influencing their choice to live in a temporary structure. It also looked at the best ways to carry out an upgrade project for an informal settlement. Data from 231 residents of Port Moresby’s informal settlements were interviewed for this study, and it was then analyzed using a mixed-methods approach that included qualitative content analysis, descriptive statistics, and a binary logistic regression model. The findings indicate that every resident would be in favor of the upgrade project and would foot the bill for the infrastructure and services it would provide. The preferred options were health care facility and piped-borne water. The residents should be fully involved in the planning and execution of the upgrade project for it to be successful. The logistic model’s findings showed that factors like home and land ownership, the amount of crime in the neighborhood, household size, occupation, access to a toilet, and the length of time spent in an informal settlement all have an impact on people’s decisions to live in makeshift homes. An efficient mechanism for limiting the growth of new informal settlements must be developed. By offering suggestions for effectively and efficiently modernizing informal settlements, the findings support urban development planning. In the process of upgrading informal settlements, the findings will be helpful to policy makers, planners, and urban development managers.
