Title: Using the Autonomous Expenditure Multiplier Model, Management of the Russian Interregional Investment Distribution
Abstract: Making improvements to the current tools is necessary for an efficient and competitive investment policy. Understanding how the recovery processes ought to be carried out is necessary given the ongoing COVID-19 crisis. The objective of this study is to create a model for calculating the autonomous expenditure multiplier (AEM) values while taking into account the action of the investment accelerator. The scientific novelty consists in demonstrating that the AEM is a tool for identifying on the regional industrial map of Russia where investment projects will enable significant economic growth, in addition to being a means of enhancing the effects of public and private investment. In order to improve investment efficiency, it may be possible to use the AEM as a tool. This is the practical significance of the work. Paired linear regression analysis was the primary research methodology. The AEM values for the economies of the five Central Federal District regions are computed using the developed model. The authors also explain the relationship between AEM values and regional economic specialization. For instance, the high daily workforce movement between Moscow and the Moscow region can be used to explain Moscow’s unusually low AEM values. The information support challenges of the suggested model are identified, and solutions are suggested. The AEM as a management tool for interregional investment distribution will help to invest the limited resources of both the state and private businesses more effectively, according to empirical results showing significant differences in the AEM values of the researched regions. Additionally, authors demonstrate that the results are consistent with regional macroeconomic realities, demonstrating that the suggested model accurately captures real-world processes. Governmental organizations, state-owned businesses, and other members of the scientific community are the study’s main beneficiaries and end users.
