Title: The Case of Israel in Academic Research, Higher Education, and Peripheral Development

Abstract: The purpose of this study is to determine any potential socioeconomic effects of TH (Tel Hai Academic College) and MIGAL (Galilee Research Institute) on the growth of the peripheral northeast. We talk about how academic research and higher education institutions can lessen differences between the country’s center and its edges. In Israel’s northeastern peripheral region, MIGAL is a regional R&D hub. MIGAL is a well-known applied research center with expertise in food, nutrition, and health as well as biotechnology, computational sciences, plant sciences, precision agriculture, and environmental sciences. The majority of MIGAL researchers are core faculty members at TH. Israel has high socioeconomic inequality by OECD standards despite its small size, with wage gaps between rich and poor regions reaching up to 400%. In this article, a novel dataset—the regional socioeconomic indices—is proposed for the analysis of the socioeconomic effects of academic research and higher education on peripheral development (SEIs). The annual reports of MIGAL, TH, and the northeastern peripheral region were used to compile data, along with data from the Israel Central Bureau of Statistics. It was discovered that MIGAL connects academic research, classroom instruction, and socioeconomic growth in the northeast peripheral. The following variables were examined over time as they relate to this connection and describe the development of MIGAL-TH and the northeastern periphery: The socioeconomic index (SEI) of the northeastern periphery and its place on the Israeli list of regional SEIs, as well as the budget, total number of employees, and number of PhD-holding employees, of MIGAL; the number of TH graduate students; and the number of graduate students. Most of the trends’ signs and levels of significance point to a potential socioeconomic impact of academic study and higher learning on peripheral development in the nation’s northeast. Examples of this impact include the growth of research budgets and the creation of jobs for local academics. The study’s findings can help academics and policymakers increase the contribution of higher education and scholarly research to the growth of the nation’s economy and innovation.
