Title: Russian Social Service System Development: State and Current Trends
Abstract: The social service system’s current state and future development trends are evaluated in this essay. The authors presented the current structure of the Russian social services system and found that it consists of the public, nonprofit, and private sectors. It is demonstrated in particular that the public sector dominates the delivery of social services. Despite the public sector’s predominate role in the delivery of social services, non-profit (non-budget) and commercial organizations, which have various pricing philosophies for social services, have a tendency to play a larger role recently. The authors identified the most significant indicators characterizing the operation of the social service system and the delivery of social services to the population in order to provide a more thorough description and development trends of the social services system in the Russian Federation. A regression model of the interdependence of these indicators was developed for a quantitative evaluation. According to an analysis of the data in the table, the number of people receiving social services in the stationary form has decreased by 2% annually over the past three years, while the number of people receiving social services at home has increased by 0.25% annually. According to the authors, demand for inpatient social services will remain within the range of recent years in the future, which shouldn’t put more strain on the system.
