Title: Markets or Committees? An exploratory analysis of economics best paper awards
Abstract: Despite the fact that citations are generally useful as a measure of the worth of one’s work in the marketplace of ideas, journals and publishers frequently choose candidates for the awarding of journals’ best paper awards using committees rather than citations. Understanding the sensitivity of the results of best paper award selection processes to the types of processes used is important given that recognition in academia—sometimes in the form of compensation and other times in the form of awards—is geared toward incentivizing the production of impactful research rather than some less desirable goal or outcome. To that end, this study compares a counterfactual process based on citations to published studies to the way committees choose best paper awards for journals affiliated with several of the top economic associations in the world. Our statistical investigation shows that the most cited paper was not selected for the majority of cases and awards. Regarding the fundamental qualities that quantitatively represent the greatest impact, more discussion is necessary.
