Abstract: Islands frequently have an economic structure based primarily on tourism and the service industry. Regarding the selected or naturally developed model, this specialization has different manifestations and definitions. This article examines sixteen islands and archipelagos in the European Union over a ten-year period, from 2010 to 2019, to comprehend the development decisions and patterns. Critical factors that distinguish the tourism industry model from those that might serve as a stand-in for the community-based tourism model were used in a panel data analysis. To compare the evolutionary trends of these two alternative approaches to selecting the island’s tourism model, the principal component analysis method was used. Two island clusters were discovered prior to the COVID-19 pandemic crisis. One group of islands adopted a spontaneous tourism model that combined auto-entrepreneurship in tourism with small or micro hospitality systems based on the local community. The second group of islands adopted a tourism model based on industry-based planning, an employment system, and a relevant hospitality sector. Both paradigms have flaws and point to two distinct tourism evolutionary scenarios that the EU’s upcoming island tourism policies could benefit from.
