Title: International Human Resource Migration in the Context of Social Change
Abstract: In the current state of the global economy, the complexity and multidimensionality of international migration, as a form of inter-national economic relations, necessitates a review of scientific approaches to its study and understanding. By examining the benefits and drawbacks for countries that export and import labor, the paper aims to develop a systematic study of the international migration of human resources in the context of social transformation. In order to evaluate the geo-economic risks that different nations and regions face, this study used statistical methods and comparative analysis. It also used economic-mathematical modeling with correlation-regression to construct a model for evaluating the attractiveness of migration as well as to verify and test the model. As a result, a system of factors that influence the development of migration-related motivations is proposed. These include linguistic-cultural, economic, sociodemographic, political-security, and ecological-natural determinants. The identification of the indicators that should be taken into account when analyzing and formalizing the preconditions of migration processes is the suggested mechanism for parameterizing the attractiveness of a country for immigration. A model of a country’s migration attractiveness was formalized using the proposed list of deter- minants of migration motives, based on the identified need to compare countries according to factors of “attraction-repulsion”. With regard to 2014–2020 EU indicators, the model has been tested. Analysis of the connection between the attractiveness of migration and the volume of asylum applications in the EU revealed a strong inverse relationship density. Therefore, by using the developed model, migration flows between countries can be explained and predicted through the lens of each country’s migratory attractiveness to potential migrants.
