Title: Impact of the Customs Tax System’s Complexity on Tax Effort
Abstract: The effectiveness of the Ecuadorian Customs Administration is examined empirically in this paper along with the effects of tax complexity and other factors like natural resource revenues, public spending, and statistical system capacity. The method employed for this purpose entails modeling a stochastic production frontier for a data panel made up of six nations: Bolivia, Chile, Colombia, Ecuador, Peru, and Panama for the years 2006 to 2017. The estimation procedure is based on the maximum likelihood method. The study’s findings indicate that less complex tax systems are associated with higher levels of tax effort and revenue collection as well as better quality and wider dissemination of national statistical data. This study also shows that when the price of crude oil is rising, the tax effort tends to decrease.
