Title: Economic Effects of Tariff Rate Quotas and Underfilling: The Case of South African Fruit Can Exports to the EU
Abstract: The export trade permitted by tariff rate quotas (TRQs) significantly increases South Africa’s export access to European markets. The performance of exporter-managed TRQs in the context of the subpar market access utilisation of a given opportunity has not received much research attention. In the current study, the country’s performance in terms of using its TRQ for canned peaches, pears, and apricots provided by the European Union (EU) from 2010 to 2019 was examined. To gain a deeper understanding of the TRQ system’s components that are likely to have an impact on quota fill, the permit allocation system for TRQs in South Africa is described. In addition to welfare measured in equivalent variation calculated in a computable general equilibrium (CGE) trade model, performance was evaluated in terms of annual quota utilisation rates. According to the analysis, the canned fruit TRQ had an average fill rate of 61% over the last 10 years (2010-2019) and 49% between 2015 and 2019, falling far short of the U.S.’s goal of achieving full market access under the rules of liberalized trade. When comparing the gains of an underutilised quota (USD 2497) and a fully utilised quota, the welfare effects of trade liberalization confirmed the underutilisation of the TRQ indicated by a welfare loss (USD 2530). The study emphasizes the value of utilizing preferences fully.
