Title: EAEU and CIS Regions Ecological Safety Methodology Development and Assessment in the Context of Sustainable Development

Abstract: The green agenda and trends toward sustainable development transform the major industries, regional markets, and production processes while exposing apparent inconsistencies in ensuring the ecological security of specific regions. This study aims to develop a methodology and evaluate ecological safety at aggregate system levels, taking into account natural and socioeconomic factors as well as the factor of the development of human capital with a specification of the place of ecological safety in the concept of sustainable development. The EAEU and CIS countries for the years 2010 to 2019 as well as 85 Russian regions are the subjects of empirical research. The methods of structural-logical, economical-statistical, comparative, and expert judgments are the foundation of the scientific research toolkit. Using a systematic approach, the ideas of sustainable development, human capital, and the theory of the national school of ecological safety are examined. Four methods of evaluating ecological safety were connected by the mixed methodological approach (technogenic, environmental, institutional, resource-based). The authors created a method for evaluating ecological safety that takes into account human capital’s contribution. Based on the dynamic trend, the assessment results are typologized and grouped. Changes in the level of ecological safety for the vast majority of the countries under consideration correlate with changes in socioeconomic indicators. When Russian regional formations are taken into consideration, the same trend is seen. A lesser degree of human capital’s contribution was noted. In some regions, the volume of polluting emissions into the atmosphere is decreasing as the number of things polluting the environment increases.
