Title: Does Regional Inclusive Growth Affect Government Spending? An Indonesian Village Fund Policy Implementation Experience
Abstract: The Indonesian government has a policy strategy for rural development called the village fund allocation. Funds are allocated to each village from the state’s revenue and expenditure budget. This strategy is distinctive in that the community is involved in choosing how funds will be allocated and spent. As a result, the program is implemented in accordance with community needs. Rural areas need assistance to achieve inclusive growth because they typically depend on agriculture, which has lower productivity than other sectors. The allocation of village funds is examined in this study to determine if it is a pro-poor, pro-equality, and pro-jobs policy. It makes use of secondary data for 33 Indonesian provinces from the years 2015 to 2019 from the Ministry of Finance, Statistics Indonesia, and the National Development Planning Agency. Three models were used to analyze the data: income inequality, levels of poverty, and unemployment rates. We also looked at other factors that contribute to inclusive growth, such as infrastructure development, economic growth, and the expansion of public services. The findings demonstrated that government spending via village fund allocation promotes inclusive growth as a strategy that is pro-poor and pro-job but not pro-equality. On the other hand, economic growth increases poverty while reducing income inequality. Increased access to public services lowers poverty levels while increasing unemployment and economic infrastructure both increase income inequality.
