Abstract: When deciding to move, the main goal is to increase income. However, given the scarcity of resources and urban amenities, migrant workers in major cities are thought to be the most vulnerable group because employment in the informal sector widens the income gap with residents. Without a social policy, migrants are even more vulnerable to COVID-19’s unfavorable effects. In order to clarify the assessment of COVID-19 support packages from which the most advantageous are electricity and water exemption and reduction, food support, loan interest reduction, and loan for salary payment, the study surveyed to identify necessary bases for short-term and long-term intervention to attract workers to return and quickly adapt to urban life in the economic recovery process. The study also used survey data from two pandemic centers in the southern region to estimate factors and impacts on the income of workers. The findings indicate that education, housing, employment sector, self-employment, and social insurance are the most important significant factors. By using short-term measurements from the support package assessments and long-term measurements from the income and integration estimates to attract workers after the pandemic, we take notices to improve worker integration to help retain workers.
