Title: A Comparative Analysis of the Vulnerability of China’s Urban and Rural Households to Poverty
Abstract: This study proposes a subjective poverty line for each household in order to quantify the vulnerability to poverty in urban and rural households by taking into account residents’ expectations and their propensity to compare their perceived welfare level to that of others in the community. The results indicate that the incidence of vulnerability in urban households is lower than in rural households. The regional disparity in vulnerability to poverty persists, but neither urban nor rural households in the western province have demonstrated a significantly higher vulnerability rate than households in other regions. The level of education is a significant determinant of the vulnerability of rural residents, whereas it has minimal positive effects on urban households. In the meantime, the impacts of welfare systems on both urban and rural households are larger than anticipated, while their coverage is insufficient, calling for the government to implement more social reforms to reduce risk and vulnerability, and to adopt a more egalitarian approach (instead of unrestrained growth).
