Title: Social Distancing Reactions to COVID-19 at the National and Subnational Levels
Abstract: In the absence of a national policy, we evaluate the efficacy of sub-national measures to control a novel disease, such as COVID-19. The spread of the disease has been more difficult to contain in nations where subnational governments have implemented unilateral social distance measures to combat the pandemic with little to no coordination, according to the evidence. Analytically, we investigate whether sub-national governments—i.e., states or provinces—agreeing on a single social distancing policy can produce better results than if each state or province pursues its own social distancing policy independently. Our model’s ability to take into account the inter-jurisdictional spillover effects of each sub-national jurisdiction’s decision regarding social distance is a key component. Our findings demonstrate that, in the absence of a national mandated agreement, a sub-national agreement with adequate coordination of social distancing policy among states results in a more effective and efficient control of a pandemic than states making policy decisions independently. These findings vehemently support calls for increased collaboration and support for sub-national governments in order to increase the efficiency of their pandemic pandemic social distance efforts.
