Title: Issues with Direct Democracy and Collective Action are Examined in Georgia’s 2010 Trauma Care Funding Amendment
Abstract: Georgians had the opportunity to vote in 2010 on a proposed constitutional amendment that would have increased the cost of obtaining a license for a motor vehicle by USD 10, with the money raised going toward maintaining and enlarging the state’s trauma care facilities. This study compares county-level voter support for the referendum and finds that (1) counties close to trauma centers in neighboring states had significantly lower support and (2) counties with trauma centers already had higher support. These outcomes support free-riding and rent-seeking on the part of voters, respectively.
