Title: Special Economic Zones’ Human Capital Spillovers: Evidence from China’s Yangtze Delta
Abstract: This study assesses the outcomes of a place-based initiative—Special Economic Zones—in the Yangtze Delta of China (SEZs). This study measures the human capital’s spillover effects in SEZs while accounting for spatial proximity. The human capital in SEZs contributes to regional productivity, which is a significant finding. Additionally to their own counties, neighboring counties are also affected by the spillover effects. SEZs have a greater impact on the regional productivity of neighboring boring counties than they do on the productivity of the hosting county. Additionally, the positive human capital spillover effects in SEZs continue to support the rise in regional productivity.
