Title: Local Budget Resilience During the COVID-19 Crisis: Indonesian Data
Abstract: The COVID-19 pandemic has put tremendous strain on the economy. In order to support economic recovery, expenditures had to be raised while central revenues decelerated. Since there were fewer intergovernmental transfers and fewer opportunities to mobilize alternative financing sources, local governments faced even greater difficulties. In order to gain insight into the implications and reactions of the provincial government in a decentralized economy during the pandemic, this paper uses qualitative and secondary data analysis on local budget and fiscal capacities at the subnational level in Indonesia. High intergovernmental transfer reliance provinces struggle to implement a countercyclical mitigating fiscal policy. However, because of the recession’s reduced tax revenues and consequently smaller fiscal space, provinces with higher local own-source income have been hit the hardest. This paper suggests several strategies for a more sustainable fiscal policy for restoring local government capacity in the medium-to-long term after the crisis because fiscal policy is crucial to containing the pandemic and facilitating recovery.
