Title: Inequality in Rural Indonesia’s Inter-District Road System and Spatial Distribution
Abstract: Road quality is crucial, particularly in rural areas where the majority of low-income households are located. This study aims to calculate the Rural Access Index (RAI), a district-level indicator of rural road quality (SDG indicator 9.1.1), in order to assess the Nawacita program’s implementation in Indonesia from 2014 to 2020. According to the RAI, a majority of rural residents live within two kilometers of an all-season road. This study suggests using three road network condition datasets, WorldPop data, maps of the urban-rural boundaries, and road network maps to calculate the RAI. The findings demonstrate that during this time, the RAI increased and its inequality decreased, particularly in the regions that this program prioritizes (Papua and West Papua). The outcomes also show a clear regional convergence pattern. The government can make regulations designating a number of road infrastructure projects as a national strategy, as well as increasing tax collection and private sector investment as sources of funding for road infrastructure development, to ensure the future success of this implementation.
